In my printer the area below my ink cartridge is covered in ink?

In my printer when I inserted a new cartridge inside I noticed a lot of ink on the area below, as in the place it goes when not printing... Not like a puddle or something but yeah...

Also how do I clean the inside of my printer without really doing something I'd regret later like when it doesn't work ! its kinda dusty ...In my printer the area below my ink cartridge is covered in ink?
Inkjet printers have a tank underneath to collect waste ink. When this area gets filled, the printer stops working. Cleaning it out is a major hassle and often requires disassembling the printer. It's usually not worth the effort, considering how cheap printers are.
