Could have the opportunity to start an ink refilling business, but I remember talk of cartridges being fitted with chips to prevent this - is this true? If so, is there a legal workaround?

Interesting idea. But you are right, printer manufacturers make it more and more difficult to refill cartridges. Some manufacturers allegedly equip their cartridges with tiny secret fuse which will break after certain point of usage, making the cartridges useless and forcing the customer to buy a new one. There are many re-setter softwares to get around a cartridge refilling barrier (not including the fuse-methode) but i'm sorry i don't know about the legal issue.
